My wizard is currently 30 trains with these spells:
Minor Elemental...25
Major Elemental...20
Wizard Base.......20
Any advice on what circles I should be training in as he gets older?

Depends on your goals in life, really. Anticor's a War Mage but can't enchant his way out of a wet paper bag.
I personally at 41 have 41 Wizard, 41 MnE, and 24 MjE. Just enough so I don't pull a 525 in TSC.

assumming you have somewhat of a balanced wizard -
my advice:
get 430. today would be good, but as soon as practical.
Then catch up the majors.
I am not certain in GS4 at what level familiar gate becomes a safe mode of transportation. I am certain that you will want to use it when it does become a relatively safe way to travel.
if you get 30 spells over the next 12 levels you could look like this at 42:
30 Wizard
31 Major
34 Minor
Valth at 71:
55 Wizard
67 Major
67 Minor
C/Valth

Depends on a few factors..
How do you hunt? If by spells, what spell is your most often used?
Do you want to be a great enchanter or just want the ability to enchant?

I don't care about enchanting, I care about hunting.
He's a halfling, and he bolts, but if at older trains, if things like Immolation, boil earth, and Spirit Strike are viable hunting options, I would like to have at least one other choice other than bolting. I'm just not sure if 415 or 519 ever become cost effective in terms of mana?
Also, I don't care about familiar gate.

For bolt AS, single in Major and Minor until you hit 475. Then catch up Wizard ranks by training in Major and Wizard. Depending on your spells per train, this method would blow a regular Wizard out of the water at your train.
At 20 trains, the Wizard on her account boasts 41 AS difference than my Wizard at 20. Since she has Minor Elemental abilities with mine, she concentrated on Major Elemental for 513 AS boosting.

Also, if you're going to use spells like 917 or 519, etc...I'd definately look into getting some lores.

If you can leech, you can hunt with 415 into your 80's (maybe beyond, I haven't been behind the barrier yet). As I've said in other threads I don't think the mechanics benefits of lore training are worth it for the TP's -
The main reason to stay relatively balanced in spells is that you will want the benefits of 503, 507, 905, 913, and 425 for defense (DS and TD).
If my giant wizard can hunt by bolting, surely even a poorly trained (and I'm sure yours won't be!) halfling can bolt their way to behind the barrier.

Don't train over your lvl in MnE. No point, you don't get a bonus to your bolt AS via 425. It's capped at lvl, it will raise your CS though. For me I wanted 430 as fast as possible and nothing else mattered. Currently I think I'm at 30 wizard, 54 Minor and 26 Major. I don't care about enchanting but I wanted gate, even if it kills me half the time. Major is good for 513 bonus which helps your bolt, I don't use it so again I don't care.
I would say get 930, 430, beef up your majors for a bit and then go back and catch up your minors.

Personally I haven't bothered going up in Wizard spell ranks because I can enchant up to 6x, never tried 7x (ask me again about enchanting in a couple months when I do actually try to do a 7x enchantment).
I'm a fiend for increasing my Bolt AS. at present it is 426. Once I get minor elementals up to about 475 I'll stop training in that and continue with Majors and start wizard ranks again to get my DS higher.
My bolt AS at the moment is 426 at level 75.
Eiderfleur is a pure, runestaff using, bolting hobbit.

I just know that at 43 I started hunting sand devils with 415 and 906, at 45 i moved to just 415... i flew through those levels like it was my job, now i moved to the glacier in illistim, I'm gonna train again this week, 908 is my friend.

You're a good man. You should be ripping Rotting Farmhands a new asshole with 908 1st cast, 906 secondary. For 2 mana, the ball effect on that undead creature has a very good chance of killing, instead of 906'ing over and over. The BEST part is if you're low on mana, run to the Barn and leech Wraiths. You're easily set for another 5-7 trains, until the urge to uphunt again.

So noted, but I think I'll stick with bolts as it's hard enough to swing with a halfling when you can 2x weapons and 2x CM.

Basically I wanted 425 maxed for the extra +50 AS and CS. 513 adds +1 bolt AS every 2 ranks, so I'm goign with a high number of MjE ranks. Not to mention my Wizard is an immolation freak, which is a personal choice. Depending on what I hunt, 415 can be awesome with lore training. I don't really use boil to hunt, to me it's not worth it. Once I cap I'll switch to fully 3x spells, but I will always have more MjE ranks than anything else.
If you want other ways to hunt and still be viable I'd suggest higher MnE ranks for 409 and 415, less costly mana wise and 415 + lores is just nuts.
Edit: Even with the low Wizard ranks, I can still do a 7x enchant no problem. I think the common belief for 7x is 50/100/50 (Wizard ranks, MIU, level), I could be wrong about the second 50 being level though.

Here's an example of 415, with 50 ranks Fire lore, against like level critter.
You trace a simple rune while intoning the mystical phrase for Elemental Strike...
Your spell is ready.
You gesture at a n'ecare.
CS: +469 - TD: +359 + CvA: -6 + d100: +62 == +166
Warding failed!
You blast a n'ecare for 32 points of damage.
... 70 points of damage!
Fire completely surrounds a n'ecare. Blood boils and heart stops.
The n'ecare falls to the ground motionless.
Cast Roundtime 3 Seconds.

Yeah with 30 air lore ranks my 415 does some cool void/implosion/vaccuum crits.
