Debating whether I want to give this thing up, though wondering how much they go for now - anyone know?

It's a top-tier chrism holder - the kind that will automatically apply the chrism on your body when you look at it while you're dead. Useful, I suppose, for when you die out in the middle of nowhere. These were only given out by spinner/raffle win - I think a couple per EG - not sure how many are out there in total.

I haven't gotten it altered yet - it's the baseline non-denominational one that's not aimed at any of the Arkati. I think "a nondescript steel artifact" or something similar.

Is this the one that also came with self-knowledge 303?

Hm - as far as I know, no it doesn't have self-knowledge 303. It just will drop the chrism and automatically apply it to your body without there needing to be anyone there to do it for you.

I want to say the first one auctioned went for around 40m to helsfeld?, but then they nerfed the chances of the chrisms not being used up. With that and then the release of more, I'd guess 20-30m? I 'think' they still have a chance to not use up the chrism, when used, but I am not sure what the percentage is... I could be completely wrong, of course

Haven't heard of any being attuned, either character or account, though I could be wrong. As to the percent chance, it's ~25% to save the chrism.

Initially they were announced as being usable at the town clerics as well, though this wasn't possible and they were "changed".

Ah - hadn't any idea that there was a chance of the chrism not being used up when used.

And I hadn't heard anything about them being account/character bound - I don't believe I was told this when I won it.

I have one of these as well which I found playing games at EG I think 3-4 years ago. I know for a fact they don't work with town clerics but I've been able to use it with paladin raises. However mine doesn't have any self-knowledge attributes either and I don't believe they are character bound.

I think I bid like 20-40 because they said it would work on town clerics.... It didn't I then proceeded to get my money back

What's the difference between this and the lower tier? Also, what happens if you use a chrism and then depart? Do you keep the exp?

Difference is that you apply the chrism yourself. It has a 25% chance of not using up the chrism, also. I am pretty sure those are the only real differences.
