Enhancive Orb Question

These two sentences seem to contradict each other. What am I not understanding about orbs? If an orb runs out of charges, does it shatter? Can you only recharge it so many times?

If you PRY without waiting until the orb is loose in its depression, there is a small chance of orb degradation. That is to whatever trait it enhances, not the charges. So if it +1 to OHE bonus and you pry it early and get unlucky it will shatter.

However, if you wait until it is loose the orb will never degrade. It won't ever shatter when out of charges either.
