I've never loresung but, based on the item and the wording, it should be acuity flares.

Seems that the "magical enhancement of its ability to hit" is the extra potential of a flare. 411 is an Eblade and will degrade over time. Each time you cast a spell while holding the weapon/runestaff you should also get a message at the end of the attack text saying something like blah-blah "fades some" I believe - unless you miss and then I don't think it counts or shows.
