On a side note - I recommend downloading Minigolf Maniacs (http://www.the-underdogs.org/game.php?id=4928). Play it over your network (it lets you set the port - so you don't need to worry about port blocking). The server part (http://prdownloads.sourceforge.net/minigolfmaniacs/mgmserver-1.0.2.zip?download) of the software lets you set up a server that has rooms & games. There's also a mod needed to use the server package (http://prdownloads.sourceforge.net/minigolfmaniacs/mmod-1.0.7-installer.zip?download) Something to do when UT2004 is getting old.

Need more then HTML. And since its a government based site, your not wanting to use HTML anyway, your going to want to use XHTML.

Plus some java, and maybe even some flash depending on if needed or not.

Flash can be used well in some aspects besides cartoons. Its the websites that OVER USE flash that are annoying. If I remember right, Beth sells things to other people. Their website could have a small (SMALL) flash video showing the product from all angles (if its useful. I don't know what she sells..)
