No. Would you consider +31 as 7x? The price point between those enchants is rather large. So in all I would imagine +31 would be counted as 6x rather than 7x.

Apparently you didn't read my post, which you quoted.

I mentioned nothing about what a player "thinks"...I mention it is classified as such by representation of the game and enchanting mechanics etc.

Sorry, but a +31 enchant item is by all means, a 7x enchant to me. Why? Because that will affect what sort of things in-game you may need for enchant purposes or so forth.

Actually based on what you are saying it is incorrect. Counting you can only enchant +5 at a time each X is a value of 5. Not a value of +1 - +4.

You can call it a partial 4x or 7x whatever but mechanically, +18 is 4x, and +31 is 7x. You would need a bromin (7x->8x) potion to temper/enchant your +31 item.
