a twisted pale orase scepter tipped with a white-tipped arctic blue diamond - The pale orase scepter is capped with an apparatus of two interlocked rings and three triangular segments that come together at a sharp angle. The springs appear to be in absolutely pristine and perfect condition. A white-tipped arctic blue diamond is clamped in to the mechanism, its tip extending past the end of the scepter.
There appears to be something written on it.

The diamond has 8 charges of Prayer of Protection. The way these work is that you can insert a wand or a magical item with wave/raise as an activator and it will turn it from a twisted pale orase scepter into something tipped with this-or-that

assuming the activator is wave or raise, it should. though if you have something rarer and want to test it, I'd be more than happy to do so.
