a massive rune-etched maul with a mist-shrouded necrotic serpent wrapped around it:
• 6x (+30) enchant
• Perfect forging
• Snake Flares
The snake performs multiple types of flares randomly, all of them deal either Bite or Impact damage and sometimes have a side effect:
-- Entangle Flares: (type of poison) which prevents the target from changing rooms or standing, but not from any other action.
-- Poison Flares: In addition to the damage dealt, the target will be poisoned or suffer from additional bleeding.
-- Possible Knockdown: When the snake uses impact type flare damage on the legs, it has a chance to knock the target down.

if the "entangle" is the "immobilized", similar to stone first, targeted ice patch, crowd press, etc., effect it also prevents standing, and i believe incurs a DS penalty as well.

This is correct. I just went out to test and make sure, but here is the result of a fallen and immobilized target:
an ogre warrior that appears partially immobilized. (the status effect that shows next to the target)
An ogre warrior swings a broad-bladed steel hatchet at you!
AS: +143 vs DS: +320 with AvD: +37 + d100 roll: +17 = -123
A clean miss.
An ogre warrior struggles helplessly on the ground.
The immobilize status seems to last approximately 10 seconds.

I'm assuming the flares were added to the perfectly forged maul? If so, at what event did you have them added? These flares seem pretty cool and different from the snake flaring weapons I sold recently which seemed to only deal normal flare damage. (still nice, but not like these)

I was not the original owner of the maul and purchased it as is, so not sure when / where they were added. I believe they were added by the merchant Serpantis in a few different merchant events (EG being the most common). I did some research, and this was the additional information provided from back in 2010:
Snake flares -Very rare. Must have a snake in the description. There are 'fluff' snakes, and flaring snakes. Both have the same actions. Some of the actions can cause the serpent to bite you. Snake flares do several things:
1) bite damage / impact flare
2) Four types of poison - rooted, additional bleeding, damage over time poison and 'random'
While I have seen the snake knock targets down by targeting their legs, it may not be accurate to state that they have a "knockdown" flare. It'd be more accurate to say that they can knock targets down when using their impact flare on the legs. I've updated the original post to better reflect the above.

I tried blessing it with a pure potion, and that did nothing. Unless pure potions no longer bless magical / enchanted weapons, then it doesn't appear to be blessable.
