[lnet: SSL_connect returned=1 errno=0 state=SSLv3 read server certificate B: certificate verify failed]
lnet:88:in `connect'
lnet:88:in `connect'
[lnet: NilClass is not a valid input stream. It must walk
like either a String, an IO, or a Source.]
C:/Ruby200/lib/ruby/2.0.0/rexml/source.rb:22:in `create_from'
C:/Ruby200/lib/ruby/2.0.0/rexml/parsers/baseparser.rb:127:in `stream='

My only guess would be that the date on your computer is off (by years), which would make the certificate appear to be expired, or maybe not yet valid. I just did a fresh install on my Windows XP virtual machine, so everything else should be the same, and it didn't have this problem.
