+3 THW and 11 bonus to PT isn't bad for redux. The +5 max mana essentially affords you 2 ranks of harness power. If you're a warmage, the mana helps and the PT allows you to throw less points into that skill. This is a neat little item. Another advantage is that since this weapon has no combat scripts, it's a great project piece.
