Sounds like it is just zested. I had a cloak that was similar.

Probably just scripted to look like it conceals but actually doesn't. There is similar messaging on the Ghule cloaks from EG. They are also not feature concealers but because the messaging almost implies that it is, it was mentioned that that functionality might be added later.

the belt worn pouches, is that where a belt is worn or the spot you can wear 3 items at, just to clarify?
