Ehancive Restriction Wording

I was looking at vambraces in auction folder and noticed this...

The vambraces resonates with your voice, indicating that it enhances its owner in the following ways:
It provides a bonus of 4 to Strength Bonus.
This enhancement cannot be used by adventurers without at least a strong amount of skill in Two Weapon Combat.
It provides a bonus of 6 to Two Weapon Combat Bonus.
This enhancement cannot be used by adventurers without at least a strong amount of skill in Two Weapon Combat.
The vambraces looks to have a huge number of charges remaining.

Does anyone know what "strong amount of skill" actually means? Normally, this is where level restrictions would be. So does this mean the normal level restrictions of 28 for bonus of 4 to strength bonus and level 13 for bonus of 6 to TWC bonus wouldn't apply in this case?

level wouldn't apply, you'd need a certain number of TWC ranks instead.

are you looking for a strength bonus that does not have a level requirement? interestingly I just bought a +7 str orb, and it seems to have no level requirement (my polearm orb for instance lists a level requirement, and so does my CM orb, its just the strength one).

Not sure why its like that, it must be because of the item that was originally used to create the orb (I infer that said item in my case never had a level requirement)

No, I was wanting to know because I'm working on a character that uses TWC and wanted to know how many ranks I would actually need before I could use it.

Once you have 40 ranks, if you can get +10 of TWC bonus enhancives, I would think that you would be considered as having 50 ranks.
