He made a terrible decision to shoot and didn't seem to have control of the situation. If he was that worried about it, he could have had him sit on the curb or in the back of the car and asked where it was himself and got it. BLAM, you also get to search the vehicle then too. Also, he didn't even manage a kill shot at that range? Someone didn't take their weapons proficiency too seriously.

I was with the MPs for 6 months. Also, I've gone to Department of State ranges under the Department of State. Same shit, you aim at the same targets. You lose points for hitting limbs, and that doesn't stop someone from applying deadly force at you or others.
When it has escalated to deadly force, you go for the drop, as per the Continuum(Or escalation) of Force that pretty much every police Department and Government Organization uses.
Yeah, he was wrong, and he was way too trigger happy, but you don't fire rounds unless you think it is at that level.

They don't, it's always center mass. No agency, at least, no agency related to what we're discussing, is trained to shoot to wound. The reason being that using your gun is considered the endpoint in use of force and there are far too many things that can go wrong.

The only thing I found concerning police officers being "urged" to shoot to wound is legislation in New York. Here is a quote that responded to it...

The bill was dropped when the law enforcement community exploded in protest.

As for the cop, I'm generally a defender of police actions, but he was pretty far in the wrong. Deserves to go to prison for a long time.

You could say this but how much sustainment and advanced training does the average cop receive? To me the answer seems to be little to none.

I disagree. He won't serve any time. He will probably lose his job (if he hasn't already), but prison? No. He shot because, for a split second, he (stupidly) believed the guy had a gun.
edit: watched it again and he did get fired according to the anchorman.

Guy turned suddenly and reached into the cab of his truck. Cop mistook the action and responded with force.
I didn't say it was an intelligent reaction, quite the contrary, however, I can see his defense team successfully arguing that he truly believed the man was going for a weapon.

Maybe the suddenness of his turning and the fact that most people carry their ID in their wallet. He might've been expecting the guy to reach into his back pocket and when he instead reached into the cab of the truck it startled the cop. Just suppositions on my part from what the video showed but things that make me doubt malevolence on the cops part.

Lots of miscommunication/non communication going on here.
The cop did ask him to see his license but the cop obviously didn't know the guy was reaching into his car for his license.
Problem for the driver is he's probably not aware of how careful cops have to be in this situation and didn't realize he should have said "I don't have my license on me, it's in my car."
Problem for the cop here is the driver was doing everything he told him to do. The cop told him to get out of the car, he got out of his car, the cop shot him, the cop told him to get on the ground, the guy goes to get on the ground and the cop shoots him again.
I see where the cop was coming from but it looks like he might have overreacted just slightly. He should have told the guy to stop and don't move a muscle and then walked up to him and handcuffed him. Sure he might have still looked like an ass but he probably wouldn't have shot the guy.

Charged is not convicted. I think they will have a hard time convincing a jury that the cop didn't fear for his life.
This is the same cop who was decorated for valor for shooting someone who was shooting at him during a traffic stop a year ago. I think it's not unreasonable to think that he wouldn't be a little more vigilant than necessary following that.

Most men...at least most men that I know of...keep their license in their wallet in their pocket, not laying loose in their car.Whenever I get pulled over I make it a point to pull my wallet out and have it in plain view BEFORE the officer leaves their car. I've been shot 0 of 1 times, so there you go.

I'm amazed more people don't know this. Hands at 10 and 2 on the wheel until the officer tells you otherwise. This puts him at ease, as he can see your hands. If you go grabbing your wallet, he'll see you grabbing/hiding something, not necessarily your wallet and he's on alert.

I got pulled over in Virginia once and took my seatbelt off so I could reach over and get the registration. Cop comes over and says he pulled me over for not wearing my seatbelt. RAAAAAAAAGE

But smart money is not on prison, it's on rugsweeping. And a settlement for the victim.
Police departments seriously cannot afford bad publicity like this unless they are setting this guy up to be the world's biggest example of a fuckup cop.
