if I spend 6 CM points in Shield Bash (learn up to Shield Bash rank 2)
then spend 6 Shield Skill points in Shield bash (learn Shield Bash rank 2)

is the end result better bashing ( rank 4 all together ) or just wasted points?

Just wasted points. Figure out which you'd rather a bit more points of, combat maneuvers or shield maneuvers then get shield bash in the other group.
