The pavis resonates with your voice, indicating that it enhances its owner in the following ways:
It provides a bonus of 3 to Shield Use Bonus.
It provides a bonus of 2 to Dexterity Bonus.
The pavis looks to have more than your average giantman could count charges remaining.

On the reverse of a skull-etched spiked crimson eahnor pavis, a complex webbing of oiled leather straps and polished buckles forms an intricate arm harness. The straps are arranged in a pattern that appears able to secure a weapon within.

Some scripts:

You examine your pavis for scars or imperfections. Flipping it over, you adjust the leather harness, taking care to adjust the tangle of straps and buckles to a perfect fit.

You unbuckle the oiled leather harness of your pavis. Carefully, you slide your knife into the webbing, and then cinch it tightly.

You glance at the knife securely laced into the harness of your pavis. Unsatisfied, you lay the a skull-etched spiked crimson eahnor pavis on the ground and tug at the straps tightening it, then you reclaim the pavis.

You lay your pavis across your knees. Unlacing the harness, you carefully inspect the straps and buckles for signs of wear. Satisfied, you weave the braided leather into the buckles and cinch it tightly.

I'll have to read up on how exactly how 1604 works. I went over that a few days back and it seemed... complex at first look. I'll have to read what wiki says about it.

As a warrior, I don't understand the full benefits of 1604, but since this shield isn't sanctified (holy) I think in this case it's the same. You consecrate a weapon prior to blessing, which increases the swing duration of the bless by 50%. I can verify this with cleric and Voln blesses, assuming it would work for all kinds, but flower petals, blessing sheaths, or other forms of blessing I have not personally tested.

As for holy items, I THINK 1604 is like a super blessing with angry flares against undead. I believe this replaces the need for a "bless" but not sure. Also for enchanting a special additional potion is required that I think is pretty spendy

to further muddy the issue, I had a long debate with a post cap player yesterday about Eonake slabs (naturally +20 and sanctified) his stance was the sanctified items are actually not that great later on, and I would get better value forging the Eonake into handles on non sanctified weapons for the look of it without the suck. Which broke my brain, cause sanct seemed pretty cool for those folks who could rock it.

1604 will wear off which is nice about the potion thing. You don't need it. It wears off my shield (this one) after a hunt and I have to re-apply it /rinse/repeat. I haven't seen it react to anything but I'm also not hunting undead at the moment.

Blessing a weapon in conjunction with 1604 makes the bless last longer depending on lore trainings and/or spell trainings I believe. Just 1604 adds plasma flares like when you bond to a weapon and it starts flaring at that bond level. Good thing is, plasma also works on the living. So, if you bless on top of the 1604, you lose the ability to get the plasma flares (pretty sure).

I'm guessing the 1604 kind of santifies the shield but maybe I'm wrong. Very least, it means it takes a blessing right? I also thought it had to do with spell block but probably not - that's an ensorcell (which is also easy enough to do)

Sanctified weapons are harder to enchant and the potions are expensive. So, sanct weapons are cool, but not a big deal to Pallys cause our bond basically sancts everything anyway.

Best thing is to get a vanilla perfect weapon for the extra performance or, if younger, then an almost perfect is even better cause there isn't much different and go for cheap. They enchant easy and then ensorcell well later on. Add the plasma flares on bonding and you've got flares everywhere with extra AvD damage.

My Pally is 58 and still loving this shield. And I don't have plans to change it soon. Should be some 4x greatshields in the pawn that'll get you through to the train you need. Otherwise, look me up. I might have one in my locker you can have.
