So I counted all the Finals games teams have won in NBA history, then binned them into a moving 7 year average, then divided them by the total number of Finals games played in that same span. The result keeping only the maximum in any given year looks like this:

The bars with slashes are years where there was a tie. 8 teams account for all 59 entries as follows...
20 Lakers
19 Celtics
10 Bulls
3 Spurs
1 Knicks, 76ers, Pistons, Heat
3 tie between two of the above

Counting a tie as 0.5 for each team...
20.5 Lakers
19.5 Celtics
10 Bulls
3 Spurs
2 Heat
1 Knicks, 76ers, Pistons

Another thing we can do is arbitrarily declare 40% as the mark of an all-time great team, in which case we get:
55-70 Celtics
82-88 Lakers
90-98 Bulls
