Given your character is level 48 and Fash'lo'nae's Gift is level 50, I wouldn't be surprised if he couldn't read it even if he did have the AS ranks.

If it's a 50th level spell, I don't think you can read it even if you had the right number of Arcane Symbols ranks, because you are at level 48.

It's probably Fash'lo'nae's Gift.
