For being t3 you will have a 600 point surcharge, and you need 6800 for the base enchant from 8x-10x. So 7100 total needed. So in short yes.

(8x to 9x) Base cost 3200 + 600 surcharge = 3800
(9x to 10x) Base cost 3600 + 600 surcharge = 4200
