I don't know, but I would assume that to be the case. If someone else could clarify with a source, it would be appreciated also.

You can just look at the enchanting article on KP, it says anything from +1-+5 is 1x, and the invar article says it can be ebladed because it's bonus isn't considered magical, not that the bonus doesn't count for enchanting purposes. I've never enchanted it because I don't like off enchants. If you really wanted it would be simple and quick enough to enchant it up to +7, if after the first pour and you cast 405 on it, it says it is on the first step, it is 1x, and you'll need to cast, then pour/cast again to finish it, which is what I am sure would happen.
