Working on a perfect vultite greataxe. What's the ideal program to take it to 7x and also T2 or so ensorcelled? Does it matter which should be done first for least difficulty?

In general, always enchant first.

If 7x is your end goal, getting the ensorcelling done first is fine. It is easier to ensorcell a 4x weapon then a 7x one so you can possibly get it done cheaper and quicker. If you plan to take the weapon above 7x, there is a surcharge of 200 premium points per tier if you use that method. There would also be a surcharge in silvers if you get it further enchanted by a merchant. If you plan on using some of those rare potions it likely doesn't matter too much. Ensorcelling is supposed to make enchanting more difficult but unless the wizard you are using is right on the edge of being able to complete the project you likely won't even notice.

Other thoughts on this:
1) You can't blow up an item with ensorcell, but you can with enchant.
2) It's easier to gain ensorcell data for determining the difficulty an extra enchant adds, then the opposite. Sorcerers see the difficulty with ensorcell, and can see the effect adding enhancements. Wizards... know if they pass or fail. If they fail, they will know if it was a fumble, but if it was skill related, they have no idea if it was a 1% chance of failure or 99%.
My wizard has done multiple 7xs at not quite 50, but I hesitated at taking a 5x perfect weapon beyond T2 ensorcell just because of the unknown effect on future enchants.

A wizard won't reimburse you for the cost of the ensorcelling if it blows up either.

enchant it first.
Worst case, the item blows up while being enchanted and you are out the item and however much you put into enchanting. If you ensorcel it first you can be out the cost of all of that and the 735.
worst case for 735, it doesnt work and the sorcerer may have to hunt a bit more to get the energy to do it. a perfect 7x isnt hard to do. Even without enhansives and training it should be easy for any reasonably leveled sorcerer to do.
