Won this enhancive Tabard at Droughtmans over a year ago and never wore it....
A black and white cotton tabard
You determine that you could wear the tabard over your front.

Won't crumble, more charges than a dwarf can count.
Weighs less than 2 pounds! Max light/deepened
The pockets are pretty good size for small I was able to put 24 small items in it!
No restrictions, ANYONE at any level can wear it!
