Sounds about right...my most recent feature concealer went for 18.5m, but it was a t3 unlocked Duplicity cloak, so there is a bevy of zests that go along with the feature concealing er...feature.

In and of itself, current market I'd say 9m would be reasonable.

It is difficult to properly see her features as the hood of her cloak is pulled down over her face.
She has a tiny flawless diamond stud in her left nostril.
She has old battle scars on her right leg.
She is wearing some diamond-studded elven brigandine flashed with platinum spikes.....
