Don't forget master quality, right? 2 handed instrument?
Gah...I want it, but don't need it, and sticking to my plan of being conservative.
Nice piece there, and this should make someone really happy. Good luck in your sale.

Can we get the actual loresong on this? Limitations? quality? charges? etc

Absolutely. As requested this should answer some questions.
inspect my harp
You carefully inspect your burled sephwir harp.
After a careful inspection you determine that a silver-strung burled sephwir harp requires skill in stringed instruments to play effectively.
The burled sephwir harp must be played with two hands.
You determine that you could wear the harp, slinging it across your shoulders and back. The harp appears to serve some purpose.
analyze my harp
You analyze your burled sephwir harp and sense that the item is largely free from merchant alteration restrictions, but the creator has stated that "There do not seem to be any specific limitations."
You get no sense of whether or not the harp may be further lightened.
As you sing, you feel a faint resonating vibration from the burled sephwir harp in your hand, and you learn something about it...
The first thing that strikes you about the harp is the weight, which is about 3 pounds. In your best estimation, it's worth about 5,250,000 silvers.
As you sing, you feel a faint resonating vibration from the burled sephwir harp in your hand, and you learn something about it...
You sense a faint aura of magic around the burled sephwir harp. From the pitch of the vibration you determine that the purpose of the harp is a stringed instrument. Also, it seems to have some sort of enhancive properties.
The item seems well contructed and resonates in response to your song indicating that it is in tune.
The harp resonates with your voice, indicating that it enhances its owner in the following ways:
It provides a bonus to Influence.
It provides a bonus to Aura.
This item may not be used by the following professions: Warrior Rogue Wizard Cleric Empath Sorcerer Ranger Monk Paladin Savant
This item is restricted to use by an adventurer you can't quite determine.
You think that you could probably find out something more about the harp's enhancive properties if you tried.
As you sing, you feel a faint resonating vibration from the burled sephwir harp in your hand...
The harmonics of your song probe deep into the harp to determine that it is an average quality musical instrument.

why does "This item is restricted to use by an adventurer you can't quite determine." sound like its coded to one character/account?

I just tested the harp on two separate accounts and both in fact receive the enhancive boost. It's not attuned by any means. I think the loresong is just trying to point out only a bard can use it in a cryptic way.

This is correct. A lot of items I've sung to that have a race or class restriction also have that message.
