tier 1 has been achieved and am looking for a tier two.

one quick question though last night a friend who has a sorcerer that was lower in level then the person who did my tier 1 wanted to try the tier two just two see if they could do it and their cast was turned away by the more powerful necrotic energy of the first cast. does this mean anyone who is lower in skill then the person who did my first cast cannot do any of my other casts?

Ya they 'casted' instead of 'channeled' at the item. When you cast, it only does the temporary version which cannot be placed on a perm ensorcelled item.
