Two things that are not clear from the sign are that the risk begins after the first use and that when it backfires it can literally turn you to stone. Somebody tested one yesterday, and the stone punishment lasted around 12 minutes.

All they need to do to nerf them is add a significant chance (3-5%) at triggering the penalty off the first usage. If there was a good chance i'd have to wait out a 12 minute penalty every time I touched one I likely wouldn't bother, self-charging or not.

So you buy 3 and rotate? Isn't that what everyone else was doing? I don't see the penalty as being much of a barrier. The design of the idols appears to have been an error in not understanding the simplicity of bypassing the penalty.
