Tonight I toyed with some rabid squirrels while testing out temp ensorcell - stun one and then cast forget it at repeatedly. I made sure I never had full health (self-711), mana, or spirit (keep sacrificing).
Here are the flares I got:

successful CS casts: 608
flares: 87
heals: 68
manas: 12
spirits: 5
acuities: 2 <-- these were health flares but I had let myself get full health accidentally

mana amounts: 5 7 6 5 9 7 5 10 6 9 9 7
heal amounts: 5 6 6 7 9 10 8 10 8 0 6 9 10 5 9 8 9 10 8 5 10 6 9 6 5 7 10 7 9 6 10 7 7 7 9 5 5 5 10 9 8 9 9 5 10 10 6 8 9 8 10 6 5 6 9 6 8 5 8 10 10 6 6 8

The 0 heal is a script error. There is no amount for a couple of the heal flares because I coded to not track it if I hit max hp (since it could be lower than what the flare was really supposed to be).

This is not enough trials to fully nail this down, but what I'm working with is:
Health: 80% (5-10)
Mana: 14% (5-10)
Spirit: 6%

It seems that the flare values are pretty evenly distributed within their ranges.

This is pretty consistent with what I've seen from casual observation.

For whatever it's worth, I've benefited from the "rejuvenated" flare 69 times since ensorcell was released 62 days ago on April 2. I've been using a temporarily ensorcelled runestaff and mostly hunting in the Rift, where my spirit is automatically lowered upon entering, but I'm frequently at full spirit. Although I agree that the spirit flares are much less common than the mana flares, I think you got unlucky with so few. Or could it be that you only get spirit flares when your spirit is below a certain level?

I hope the spirit flares from higher tier permanent ensorcellments are more frequent. That would be handy in the Rift.

I'm now counting up flares with a t1 runestaff (which should be like t2 when held by a sorcerer).
6-12 health returned
6-12 mana returned

I predict that a sorcerer holding a t5 runestaff will get 10-20 back on both health and mana flares.

I have so far not seen an increase in flaring frequency - 13.3% after 398 trials vs 14.2% with temp ensorcell in ~2500 trials. 95% confidence interval is still several percent wide. Will count more casts and see what I get.

Looks like the pattern holds on t2 (acting like t3 for a sorcerer) - 7-14 health and mana returned.
