Halfling/Gnome plate vs. normal plate

Had a set a diminutive armor (halfling gnome only)only get to 38 lbs at max light. Is there a mechanical advantage for say a halfling wearing small race plate vs regular plate, regardless of weight?

I think it starts out much lighter than standard plate. A bit stupid they can't at different places, though.
