Where did the waistcoats come from? Were they made from the 25k waistcoat patterns?

It's not the same one, you can't change the worn location of an item.
Those also weigh 6 and hold a LA. These weigh 7 and hold a VLA.

Actually, that did slip through my radar. It does only hold a large amount, but the one I have is, in fact, worn over the front.
You carefully inspect your tartan waistcoat.
You estimate that a samite tartan waistcoat can store a large amount with enough space for any number of items.
You determine that you could wear the waistcoat over your front. The waistcoat appears to serve some purpose.
I'll pull that from the VLA list.

What is worn over front mean? Never heard of that before.

It was a slot created to give a layering effect with chestworn items, along with an under-chest slot, and an under-foot (sock-worn, essentially) slot. It was a previously nonexistant space up until a few years back, so very little actually uses that slot, and now you typically won't find anything with a capacity higher than a small amount I imagine.
These can be altered into things like corsets, bodices, vests, tabards, surcoats, aprons, etc.

Had a couple of these. They're really awesome, extra VLA container that's not shoulder or back worn. Reasonably priced as well, exact amount I sold mine for.
