I dont think you can get arrested there per se, because other wise Shay would have been arrested for murder rather than assault.
I think it was more about the accuse mechanics where people can accuse someone of something whether or not they do it, and if the person is bad enough, you can falsely accuse them.
I believe that you used to get arrested for the perimeter of the town, but they wound that back in because so many people were getting arrested....or something like that

Now you have to kill everyone that logs out, or you're just being inconsistant.
It appeared to me that he attacked for a different reason the 1st time, but then decided to kill the guy because he slammed mid-attack.
If that's the case, I don't see anything wrong with it. I know that personally, there've been plenty of times that I've dragged a stunned target outside the gates (thief for example) intending to cut their arm off and/or rob them blind when the thief decides to just log out. 99% of the time I'll just kill them the next time I see them if that happens.

Maybe the justice area was changed to extend to the exterior as well? It might be possible after that one person kept MS the outside gate.
Or it could be the guard as well...strange.

In an IC sense, it is like he somehow was able to sneak off right before you delivered the killing blow. It only makes sense to kill him on sight next you meet.

Or it could be that, as it was out of town, it didnt fall under the town justice system, but...as with any town official...they will listen to accusations and will sometimes believe false accusations. This is more likely to be believed if the accused has a criminal record - like Shay has.

Callinar was cool, but it wasn't really necessary. Her hand would've been gone either way and she wouldn't be able to attack. As for me attacking her, I'm not letting a good friend die without at least trying to help.
