In Prime these days, how frequent are chances to lighten your weapons, armor, or containers? What kind of ballpark is the cost in silvers?

Pretty frequent. If someone is doing general alters, they'll usually allow you to pick lightening or deepening instead. Cost isn't ever too much, often times another player will pay for it. Never any more than 50k I'd say. Probably significantly less than that

So merchants still show up in towns outside of big paid snazzy events?

50k sounds like for a container.

How about lightening a +45 crit weighted or perma blessed weapon or crit padded suit of hard leather? I'm guessing that's a bit more.

usually lightening or deepening fees are flat. Properties don't matter.

Prime merchants are a bit rare but there's an event set for Solhaven in a few weeks.
