If I have resistance armor that doesn't cover the whole body will it resist in all body parts? It will right?

Yes
You can also layer it, resistant accessories will stack on your resistant main armor.

When is resistance applied? After crit rank has been determined, at the very end of the equation like damage padding - or sometime prior?

But resistance can reduce the crit rank...can it reduce from rank 1 to 0? I know crit padding cannot.

MOAR resistance = pretty much always good.

I ask because it shouldn't, coming after all calculations are done with.
I'm not one of those nerds who can look at an endroll and damage and tell you what the swinger had for breakfast.
I do however know that resistances are not just damage padding, and do not just reduce damage off the end of the roll. If you buy fire resistance from me and then I hit you with a big fireball, you don't get 6 damage and a gaping chest wound. You get 6 damage and no critical or a rank 1.
