I *think* they sell in the rogue's guild in Solhaven. Give me about 20 minutes to finish up with an assist and I'll check for you.

Oh, thanks. My rogue is on hold(he's kicked out of the guild anyway) so yeah, I'd need help.

Oops. Nah it's not in Solhaven. They got steel breastplate, brig, and torso chain though.
