I don't know much about out of the ordinary runestaves, but what does "wand mechanism" mean for this item?

To my understanding, you put the wand in the runestaff and then wave it at the creature. So no...but very unsefull nonetheless.

You suppose right. Even though having a wand in the other hand does not reduce your DS. You could just just script it, get wand, wave wand, stow wand.

Not sure it's really that insanely priced. MCP brig is just not easy to come by. It definitely will still get you killed, but there's a nice premium for what is considerably rare armor.
