Found a much cheaper service provider. Nothing more to see here.
I'll do it for 12m per item, depending on the item (if it is really high end I reserve the right to do more) but you'd have to be patient, as I will attend to my own gear first.

I'll offer 5m to take some 7x plate to tier 5. PM me if interested.

Good luck with that. It's looking like going to tier 5 will take months.

I'm willing to negotiate.

Taking something from a 4x-7x enchant typically costs around 10m or so and takes at least a couple months, so Viril's price is probably pretty close to what the standard will end up being. I'm guessing Simu is intending for a tier 5 to take about the same amount of time as going 4x-7x with enchanting.

Thanks for your prognosticating expertise.

Doesn't look like the item is out of commission in between casts - so it might not be that big of a time investment for the owner of said item. I could see the pricing structure becoming 1 mil per tier casted. 1+2+3+4+5 = 15 mil for T5.

I think Slit-Eye has it right on target, at least for 'vanilla' gear. Training for T5 for padded/fusion/epic gear likely demanding more IMO.
Maybe at first, but I honestly think 10m for a 1-5 service is reasonable and will be what it comes out to, maybe less for a lower level sorcerer on weak gear. I will charge a premium for now though because it is new and my time is more valuable considering I'm able to do higher end gear than the average bloke.

Appreciate the input. I'll offer 10m to get my 7x plate to tier 5, provided the capable sorc is willing to start immediately and make my job their priority. Updated the op to reflect this.
