They came from a mini-quest on the Dhu Gillywack in 2004. Anyone was able to go on the quest and pull from the treasure piles, which generated random items with that loresong. If you'll notice in the loresong itself, it refers to the boots as "it" or "this," rather than "them" or "these," indicating that the loresong was intended for other items that aren't plural like the boots are.
