Quick Garotte Question

If a capped ranger who's maxed trained in CM and Garotte hit a capped pure with this (or even another same trained ranger), what result would be most likely?
Death?

Certain spells specifically protect against Garrotte. Stone Skin and Cloak of Shadows, for instance. Don't Garrotte a sorcerer that can ward you.

I'm pretty sure if they eat whatever herb cures their neck wound they can cure garrote. I think. But otherwise yes, I think the pure is fucked. A rogue garroted my empath once and I didn't even know what garrote was at the time and I had no idea how to cure it, it's a bit silly against players.
