I believe it does require a very small amount of magic item use. I am not sure how much but I do not have much magic use skill and I never have a problem. I can use it again tonight and get a better idea

You'll find it's the best place to sell your Gemstone items. If you're disappointed with the lack of interest in this item the only thing I can think of is that people are hesitant about high priced items from a seemingly unknown person with very limited posting history.

It is an amazing deal. Next time, if you list something, I suggest you put an MB on it so you get at least what you think is the minimum value.

You could also list items you intend on selling in the appraisals section. It could help you two ways, one you can get a vibe for what people are willing to pay for it, and second you could end up driving up interest on the item before your actually taking bids.
