After reading through the pertinent information on Krakiipedia, the following questions are still unanswered for me. Maybe someone here can help.
1. Padded armor and flaring accessories are addressed. Halves the padding level. But flaring full plate with padded armor accessories? Still halve the padding or no? Similarly, full plate with crush resistance but no padding with padded accessories? How would that turn out for both items?
2. If wearing cold flaring full plate and a fire flaring helm, would the cold still be able to flare on a hit to the head or only fire since the full plate is covered there?

If padded armor is combined with specially enhanced armor accessories (or vice versa), then the previously announced system of averaging bonuses will continue to be used. Specially enhanced armor includes: differing types of padding (i.e. combining damage and critical padding on a hit location), armor that is resistant to specific damage types, blessed armor, TD enhancing armor, flaring armor, and spiked armor.

Another question in a similar vein; if I were to have flaring MBP or full leather or something like that, can it reactive flare on hits delivered to other locations than the torso?

Edit: Or are you saying armor accessories are considered armor there, not just chest worn stuff? Because all of the examples use padded chest worn armor with enhanced accessories, not the other way around.

Armor is armor is armor. It works the same regardless.
The averaging works for actual torso based armor and misc armor pieces.
edit: And since you were/are a paladin, sanctified DOES count as enhanced. So keep that in mind if you drop on some sancted arm greaves over padded plate for bullrush (lolz).

Flares use the topmost armor piece if you're stacking two flared items. So in your example, you'd have fire head flares and cold torso, arm and leg flares.
