Isn't 1xing PF standard practice these days for avoiding maneuvers?

Yep. PF is the primary factor in avoiding maneuvers so it should be at least 1x'd by everybody.

Oh I always stopped at 24 for the health cap, then avoided maneuvers by avoiding things that maneuvered...

Stopping at 24 ranks is a long outdated concept. You might be able to avoid maneuver critters at lower levels, but you damn sure won't be doing it at or near cap.

I think the only way to avoid things that maneuver is to not level past 60.

Pretty much. Skull Temple is the highest location I am aware of with no maneuver attacks, though there are Spike Thorns. But good luck even getting that high without dealing with some kind of maneuver, even weak ones.

I . . . don't think so. They multistrike with a FoF pushdown after each swing, which is somewhat unusual, they swing really fast, and they break stuns, but otherwise, they are meatbags with less tricks than a one-trick pony.
May path through anti-maneuverville was not actually all that efficient, but worked well enough for my tastes. I hunted Kiramon from 34-52, where they can attempt very poor hamstrings and weapon-grabs that are easy even for pures to avoid. I then struggled through Gossamer Valley from 53-57, avoiding slushes and only fighting Madrinols (who DO have a dangerous tail sweep), and then morphs, which have an auto-minor inflicting maneuver that does no stun or knockdown. Then I did Black Forest treetops, where poison-spit was the worst thing. Skull Temple was a nice relaxing break after that.

Was all of this recent? I capped Jayvn with 24 ranks of pf... avoided the rift.. did skull temple.. did aquaducts.. I remember black forest, the swamp northeast of vaalor.. not really any maneuvers that I recalled killing me

I wouldn't say recent. Just about anything is possible with a wizard as long as you train spells, and have some means of attack ie spell aiming or a weapon skill.
It's just a matter of degrees on how easy it is.
