I was talking with another sorc about 712 and its failure to proc. Anyone else had the problem?

I have been stunned and taking damage about 8-10 times over the last week and not once has my 712 done anything. I am max 95% chance.

I also have noticed it hasnt been proccing in awhile, not sure why.

Maybe it has to do with the UAC flaring. Finros broke flaring for UAC weapons... might be similar for 712 since it's just a flare, of sorts.
