Gem chisels will take a very very long time to pay for themselves. Especially considering the amount of money lost from breaking gems, which is rather high.

If you make an extra million and then sell it for what you paid for it, you still make a profit. Of course, that assumes the price won't drop.

Right, I am assuming you are buying it purely to make profit from using it. There is a reason they are always for sale. It will take a very long time for it to pay for itself (IE: 40 mil).
