Per old Faenordragonfly posting, this ring was found in TI.

In that posting Jymamon brought up an interesting point that was never resolved in the thread.

I thought "out of charges" only showed up on something that had a spell which the charges were, well, used up. But in that case, it would've crumbled, right? Could bard unravelling the item put it into this state?"

If they're from quests, you can't recharge them with BPs or by a merchant. Once they are done, they're done.

Weren't those also keyed to the owner? I thought the better enhancement prizes were specific to the player who won them?

I had a +3 spirit recovery +5 wisdom bonus pin. It was 175k to recharge. And it sold for 100m or so.
