From everything I have read the fire flares and 6x enchant should be applied to UAC but you'll get a penalty of -15 to your multiplier modifier.

Actually, I believe that a troll-claw is not a worn UAC weapon. From krakiipedia the UAC weapons are:
Cestus
Knuckle-blade
Knuckle-duster
Paingrip
Razorpaw
Tiger-claw
Yierka-spur

So, holding this weapon would give the same effect as holding a broadsword in combat. Just a penalty with no damage modification bonus to your UAC and the flares should not work.
