Just turned 26, and for the first time I can now see padding/weighting roughly half the time but not how much. Anyone know how this works exactly? I know training in thw will let you assess thw's, but beyond that... Is it purely level based or will perception or something help with assessing items? What level should I expect to be assessing accurately on a regular basis? Also, would a higher level of weighting or padding be more difficult to assess than say, "somewhat" padded/weighted items? Thanks.

skill based, so you need to train in what you want to assess, 50 or so ranks lets you see with some ability, a few tries say, more ranks easier it gets to see levels, higher levels are supposedly hard, I never much noticed since assessing was added long after I had the skill to see the padding.
I'm not sure if any of the mechanics have been revealed. I have a level 21 warrior that's trained in all weapon types, and is able to determine everything within 7 minutes or so. Of course sometimes I get lucky and get it on the first few tries. I typically just make a quick loop with lich and look away for a while. Come to think of it, I'm not sure if that warrior has any perception training. Maybe that would help.
The only thing I can tell you (which you didn't even ask for) is that if you do see a padding/weighting level, it will always be accurate. So you don't have to worry about seeing "somewhat padded" and wondering if it's actually "masterfully padded."
