Got a list together for everyone thanks to some help from Picler, Spert and Septimius. I had Septimius go ahead and post it on Krakii so I didn't have to split it into a million posts. ENJOY!

Flare merchant on North Ring Road. Asked with a +20 rapier with no other qualities.

When asked with my +20/+4 defender spear he rejected it.

[Wehnimer's, North Ring Rd.]
A respectful quiet blankets this area like the deep shadow cast by the high north wall. Those people that move along this section of road walk with their heads bowed and speak in hushed whispers in obvious consideration to the local empath, who practices the restorative arts at the strange tent that is set back from the roadside in the middle of an overgrown vacant lot here. You also see a rune-etched fiery red tent.
Obvious paths: east, south, west

go tent

[The Innate Element]
The walls of the tent are comprised of thick, black canvas and hold a few patches in many areas, the fabric rugged yet secure. Near the center of the area, sits a bubbling cauldron, a blackened firepit and a pile of stones. A small countertop rises in between a block of ice and a lightning rod. You also see a frost-edged blackened sign and a silver-eyed dwarven wizard.
Obvious exits: out

read sign

In the Common language, it reads:

Welcome to the Innate Element!

Would you like your weapon imbued with the power of the elements? Or perhaps you've grown tired of the one your weapon already has?

Just ASK me about fire, earth, acid, cold, or lightning to begin!

With +20 rapier:

"Ah, fire: purifying, cleansing, redeeming fire," the wizard says softly, its voice taking on an almost sing-song rhythm and a strange light gleaming in its eyes. It gazes into the nearby firepit, lost in thought for a moment, before continuing. "I can imbue a weapon with the spirit of fire so you may cleanse the impurities of your foes."

"Fire, is it? The cleansing fire, sweeping across the field of battle!" says the wizard in mock grandeur, as he sweeps your rapier through the air in great arcs. "Yes, I think this dueling rapier would be most suitable, most suitable indeed, provided you are willing to pay me 24900 silvers. Just ask again, and we will begin."

"Would you wield the power of the earth itself?" the wizard asks, speaking in hushed but fervent tones. "Strike your foes with the impact of a boulder? If you wish, I can imbue a weapon with such powers."

"Impact flares, eh?" asks the wizard, balancing your rapier carefully in its hands. "This dueling rapier would be most suitable, most suitable indeed, provided you are willing to pay me 24900 silvers. Just ask again, and we will begin."

"Acid attracts, yes? Fascinates? The world could melt away, had we but a large enough cauldron." The wizard's eyes roll back, replacing its orbs with veined whites momentarily, until a fit of coughing overtakes it. When it recovers, it continues, "I can imbue a weapon with acid so you may annoint your enemies with its blessing."

"Acid, is it? Why, your enemies will dissolve in fear!" says the wizard, cackling at its attempt at humor as it turns your rapier over in its hands. "This dueling rapier would be most suitable, most suitable indeed, provided you are willing to pay me 38800 silvers. Just ask again, and we will begin."

"Ah, yes, the freezing blast of an icy blade! A subtle force is ice, powerful for what it is not," the wizard says in a cracked voice that wanders between mysticism and lunacy. "I can imbue a weapon with the essence of cold so you may chill the very heart of your foe."

"Cold, is it? Why, your enemies' blood will run with ice!" says the wizard, cackling at its attempt at humor as it turns your rapier over in its hands. "This dueling rapier would be most suitable, most suitable indeed, provided you are willing to pay me 24900 silvers. Just ask again, and we will begin."

The wizard gazes deep into your eyes, its rheumy orbs locked with yours. "You would hold the power of lightning in your hands, would you?" he asks in a soft but penetrating voice. "Perhaps you are worthy, perhaps. But you will need to find a weapon fo me to imbue with the spirit of lightning, if you seek to smite your foes as would the gods."

"Electricity, is it? You will truly shock your enemies!" says the wizard, cackling at its attempt at humor as it turns your rapier over in its hands. "This dueling rapier would be most suitable, most suitable indeed, provided you are willing to pay me 38800 silvers. Just ask again, and we will begin."

The wizard claps his hands together and says, "Ligntning it will be!" It seizes your rapier and turns towards a lightning rod.

The wizard places the base of the rapier on the lightning rod and raises its free hand towards the sky...

A startling flash of light breaches the seams of the tent followed by a deafening clap of thunder!

The lightning rod pulses in a chaotic rhythmn of light that seems to seep into the weapon as The wizard draws it across the shimmering surface.

A wispy tendril of electricity lashes out about the room.

A silver-eyed dwarven wizard accepts your silvers.
The wizard hands you back your dueling rapier, sending a small shock through your arm.

With +20/+4 defender spear:

The wizard moves to accept your rolaren spear, but as it reaches for it a bolt of red sparks flies off from the weapon, burning it. "Curses upon you!" it exclaims, "for visiting such a powerful weapon upon me. Take it from my sight!"

New one: Room 265

[Zanthie's Wagon]
The interior of the pale green wagon is haphazardly decorated with swathes of multicolored fabric to cover the otherwise bare walls. A set of rickety old oak racks stand in the middle of the room holding a selection of wares. In the corner of the room a makeshift fire pit has been built, a pile of applewood logs crackling within it. The ceiling has been festooned with holly, giving the wagon a festive ambiance. A large oak-framed sign leans against one of the walls.
Obvious exits: out

>look on rack
On the long oak rack you see a pleated thyme green skirt, a red silk skirt, a plain silk skirt, a mauve velvet skirt, a sepia-hued skirt, a plum dupioni silk skirt, an ebon silk skirt, a bronze organza skirt, a flared gold chiffon skirt and a long moss green skirt.

>look on rack
On the thin oak rack you see a russet taffeta dress, a tailored mulberry velvet gown, a jacinth faille gown, a grey batiste gown, a sleek cloth-of-gold gown, a demure fern green gown, an indigo batiste dress, an aubergine silk gown, a garnet-hued gown and a blush silk gown.

>read sign
In the Common language, it reads:
Hello lovelies!
As you can tell, my wagon is rickety.
I've managed to borrow the wagon from a friend, in the hopes that we will find a permanent wagon soon.
All donations for our new wagon gratefully received!
I have managed to get enough information from Lady Bremonce to re-create her excellent work on some of my own creations.
She has also taught me how to work on her most excellent jackets from her boutique, Engaged in Elegance. She seemed very friendly for a ghost!
See you soon,

So far I've found:

silvered orase runestaff:
TAP> You tap the end of your orase runestaff against the floor. Sparkling glacial blue light swirls around the runestaff for a moment before fading away.
POINT> You brandish your orase runestaff. Lines of sparkling glacial blue light flow from the tip of the runestaff to spell out "Mercy in the frozen embrace of death." The lettering hangs briefly in midair before fading away.
WAVE> As you wave your orase runestaff through the air, a banner of sparkling glacial blue light streams out behind it. The image of a frosted crystal snowflake hovers briefly against the arctic blue background. After a moment, the banner fades away.

Just curious, I imagine the banner messages are different for each material.

Making its Elanthian debut, Caravan Consignments opened its doors for the first time today at this year's Frontier Days. With everything from hairstyling accessories to special weapons and runestaffs, I hope there is something of interest to most everyone! My merchant will be around throughout to alter wares from her shop as well providing general alteration services, and be sure to keep your eye out for upcoming raffles!

For those of you who haven't had a chance to check out any of the items located in the cubbyhole in the shop's front room, there you will find 4x lances, quarter staffs, and runestaffs, the majority of which with flares -- and all with the Banner of Light script:

WAVE
As you wave your faewood runestaff through the air, a banner of ephemeral ebony fog surrounded by opalescent white light streams out behind it. The image of a scallop-edged, alabaster shield shimmers briefly against the stygian backdrop. After a moment, the banner fades away.
TAP
You tap the end of your faewood runestaff against the floor. Ephemeral ebony fog surrounded by opalescent white light swirls around the runestaff for a moment before fading away.
POINT
You brandish your faewood runestaff. Lines of ephemeral ebony fog surrounded by opalescent white light flow from the tip of the runestaff to spell out "To aid and succor." The lettering hangs briefly in midair before fading away.

Where the bolded sections not only differ among the different items in the cubbyhole, but can be customized to your liking as well! For those of you interested in receiving this service, it may behoove you to start thinking of ideas now so that as many people desiring their alteration can be worked for as possible!

Pretty sure it's that the 350k ones have flares.
EDIT: Hrm... or not. Actually, I don't know! Seems the others have flares, too.

The original post seems to indicate that only some of them have flares... I would assume that they all have the Banner scripts, due to the wording used. If the cheaper ones have flares also, I could only guess that they either aren't 4x, or don't have the Banner scripts.

I don't think the faenor ones have flares either way, if that helps.

Double-checked that:

There you will find 4x lances, quarter staffs, and runestaffs, the majority of which with flares -- and all with the Banner of Light script:

Thanks for that! I was going to do that later this evening, but you saved me the trouble. ;)

The auto-flarer will put flares on any old 4x runestaff, if 350k is steep.

Didn't even realize before. The pouch on the counter in Caravan Consignments is scripted!

On the brushed steel counter: Gem only, scripted fortune telling pouch [OPEN, CLOSE, RUMMAGE]
A cream linen pouch traced with copper thread (10,000 silver)

Yeah, it's pretty nifty! Didn't realize that either, until someone showed me how it worked. You can't wear it, but you can store things in it, and using RUMMAGE on it draws a random stone for fortune-telling or whatever other nefarious purposes you could dream up.

Another random thing: There's tattoo-covering cream in the back room of the tattoo wagon, should anyone need.

The cream lasts a couple hours, although apparently it's buggy on certain custom tats. I had one covered for a couple months before I called an assist for an easy fix.

I just assumed that you put a gold ring into 'em... haven't tried one yet, I'll do that next time I'm on and get back to you.

Normally, those have the same charges as a gold ring.

Just out of curiosity... buggy or no, how long does it last? And how do you remove the cream early, should you want to? Take a bath, or something?

Tested, and QFT!

I was wrong, they aren't ring-holders -- they have charges same as a gold ring. RUB to set, TAP to pull a Dorothy.

Kastrel

So what happens when they wear off? Do they go dead and just fluffy, or do they disappear?

Also, about how many charges is that, 20?

I don't know if these are like the old ones that take you through the earth and stuff, but if they are.. There was some old dude in a cave that would take them off your feet and send you on your way. I don't recall if he took coins or not.

Kastrel

Thats lame. I actually kind of wanted them for appearance purposes, and I know I would be tempted to use them in a pinch. I'm also a hoarder of charges . . . I have an Invis medallion and an Ebon Gate like . . . 2006 Runestaff charm for Invis as well which I simply NEVER used.

Okay, I just realized the deal with that: the quarter staves are only 100k, but are not runestaves -- maybe that's why they're cheaper. All the items should have the elementally-appropriate Banner script on it, be it lance, quarter staff, or runestaff.

I would guess so, since there's a wand for only 900 that's mage-rechargable. I see no reason why they wouldn't be.

They changed the price on these, they are now 9000 each. Be happy if you got in early and nabbed a bunch :)

The raffle is setup outside of the Furrier in Landing, both Prime and Plat.

It draws at 9pm eastern on Thurs, the 30th. 25,000 a ticket.

The winner will be contacted by me, and must submit your design within two weeks of winning. Your swear design is subject to QC approval and changes. Essentially, you will be designing your own curse to swear at people or things.

Enjoy!

Ianthra Nishaye has set up a raffle for a forehead gem in The Gilded Heart on North Ring Road. Look for the large gold-colored pavilion. Tickets are 5,000 silvers.

Due to unforeseen circumstances, the raffle had to be rescheduled to draw this Friday, instead of this evening. The raffle will draw right around 11 pm ET on Friday evening for both prime and platinum. Ianthra will deliver the forehead gem to the winners within 48 hours after the raffle draws.

Description of the forehead gem:

a pale lavender stormcloud diamond sparked with silver and gold filaments

The stormcloud diamond shimmers with luminous silver and gold filaments caught within the transparent pale lavender color of the luminous gem. When touched by ambient light, the sharp facets of the radiant cut unveil shifting hues of rich plum and dark lilac that are hidden in the jewel's heart.

Thanks, and good luck!

You examine the mint green malachite, noting its unique characteristics and features. You determine that it is similar to green malachite stone in alchemical properties and application, and would likely make a suitable replacement in a recipe.

5k each in caravan consignments, if you're in upper levels of alchemy, or ever plan to be, this is a good currently unlimited source of whole green malachite stones to make lesser luck talisman (good for rank 50-master)
