Is it possible for an Elven wizard to get to 1 second swings on Claidhmores, and if so, what stat bonus (without enhancives)+ Air lore is required to do so?

100 air lore is -2 RT. Elves can get -5 RT from AGIDEX. 8 - 2 -5 = 1! Huzzah!

uh, unless I'm thinking about this wrong. The Minimum rt possible (from agidex) for a claid is 5 seconds.

Also at least according to the krakii article on haste, 100 airlore would not equal -2 seconds.

example from Krakii

A second example, at 51 MjE ranks, 24 Air Lore ranks, and a six second RT:
X= 1; Y = 1; Z = 17
Final RT = (6 - [1 + 1 + 1]) * (75 - 17)%
Final RT = 3 * 58%
Final RT = 1.74; Which rounds down to a 1 second RT.

There's also the 27 MjE ranks for the 1s Haste RT

38 agidex + 24 air lore + 27 MjE gives you a one second claid swing.

. . . really? That just go so much easier. I realized my wizard wasn't built to get that 70 AgiDex, only 67. That solved that problem.

Yep. 8 seconds base RT, dropped to 5 by 38 agidex, dropped to 1 by haste. You can even overtrain the air lore and MjE to have a 1 second claid swing in the early-mid teens, if I'm remembering correctly and it hasn't been changed.
