I know the level plays some part in enchanting. I was wondering if anyone ever found out if there were any "threshholds" that matter.... such as you get a bonus for each level gained and at certain levels (25/30/35/40 etc) you get an additional bonus. Figured it does so with wielding magical weapons...than maybe on this too.
Either way, does anyone have experience on how good a 29 or 30 would be doing plain 4x-5x?

I did my first 5x enchant at level 25. It was pretty much a regular bolt build with 2x MIU, AS; 1x EMC, WizBase. The build was a little foolish in terms of combat effectiveness (not particularly crappy or anything) but I was eager to enchant. That was before there were those changes to 925 though (2007?). I'd say go for it. Just try it with a piece you're not all that attached to.
Enchanting is pretty much untestable. Too many variables, too long of a timeline for a result, pass/fail feedback only. It would take several thousand major enchants to even begin to narrow it down. And that wouldn't even give you much. Even at the optimistic rate of 1 enchantment per month, that's hundreds of wizard-years (like man-hours except... well... magical).
