If I were to buy premium points does the seller transfer the points to me?
If so, how do they do that? Thank you!

No, you must give your item to the person and they must request the service from their character. Thus the reason to get someone with a good rep.

Also, it appears that premium points are well at a premium lately. Lots looking for them, not many selling currently.
