If i already have a +12 OHE bnus orb i cant use this one too can i?

Not in the same fusion armament. No.

You could put the +2 rank orb in with it though although I'm not sure you would want to.

gotcha. so if i got a weapon or shield i could then use it right? (it is in my armor right now) and then + 20 to OHE bonus should be the max per person anyhow right?

Skill rank and skill bonus go to +50 according to Krakii.

But yes, as long as they're not in the same piece, they will work in conjunction with each other. Having one in your shield and one in your weapon would work just fine to my knowledge.
