You can find this information on Krakiipedia pretty easily. Its 40 stat/20 bonus to any stat which means when you use surge or your paladin str bond bonus you will be capped at 40 base/20 bonus.

Also, sometimes a seller of an item isn't going to know the answer to your question when you are asking about either classes or skills they are not familiar with. Your question is overly vague with the whole "etc" piece. How the heck am I supposed to know what you are asking? Your question really didn't make sense in the first place as I don't know what you mean by "like 15 or 20 above". What do you mean? 15 bonus? 20 base stat?
